Naval Air Systems Command (NAVAIR) intends to award a sole source Firm Fixed Price contract to Aviation Communication & Surveillance System (ACSS) to procure twenty-three (23) Traffic Alert and Collision Avoidance Systems (TCAS) 3000SP, PN 9003500-10907. The E-6B aircraft are equipped with the ACSS TCAS 2000, PN 7571900-56102, and in order to stay compliant with the Minimum Operating Performance Standards an update from TCAS 7.0 software to TCAS 7.1 software is required. The authority for Other Than Full and Open Competition is FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements." ACSS is the sole designer, developer, and manufacturer of the TCAS 3000SP, PN 9003500-10907 which is capable of operating with the currently installed TCAS 2000 subcomponents. ACSS as the designer of the TCAS 2000 system has proprietary data rights for each subcomponent in the current system. A Solicitation Document is not available at this time.
