SUBJECT: Electronic Protection (EP) Strategy Update
1. The purpose of this memorandum is notify industry that the EP Strategy has been updated as outlined below.
2. The E-3 AWACS Electronic Protection (EP) program will update the AWACS Weapon System by adding electronic protection situational awareness and updating the Electronic Counter-Countermeasures (ECCM) performance of the APY-1/2 Surveillance radar. E-3 sensors must maintain the ability to electronically protect the assets and awareness in the battlespace. The EP modification will address the highest priority areas of concern as directed by Office of the Secretary of Defense (OSD), and act as a gateway to continually maintain the E-3 S-band sensor.
3. The Government considers it highly desirable to implement a solution that efficiently upgrades the APY 1/2 Radar with a modern controller, processor, and receiver that allows enhanced EP, maintains current AWACS performance, and allows rapid updating in the future when new threats emerge.
4. As an AF Section 804 program, EP development strategy is to conduct rapid prototyping in two increments; Phase 1A and Phase 1B. Phase 1A will mitigate the technical challenges for low-risk entry into Phase 1B Development Prototyping scheduled for FY 2021. During Phase 1A, the contractor(s) will verify existing hardware provided by the contractor is adaptable to the AWACS environment and demonstrate their understanding of the AWACS radar computer processing, receiver requirements and the key interfaces required to be re-integrated. It is anticipated that multiple contracts will be awarded for Phase 1A.
5. To accomplish this effort, the Government is considering various contracting approaches and will provide updates as decisions evolve. This includes the possible use of GSA Oasis and/or Other Transactional Authorities (OTAs) for rapid prototyping.
