The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a sole source basis with United Technologies Corp. DBA Pratt & Whitney of East Hartford, CT for the procurement of 7 each 4.5 Bearing Inner Race Retaining Torque Adapter (PWA500881) and 7 each Torque Multiplier (PWA500905). United Technologies Corp. DBA Pratt & Whitney Division is the Original Equipment Manufacturer (OEM) and holds the proprietary rights to the diagrams, schematics, drawings and signal flow for the support equipment tool being acquired as well as the data for the J-52-P-408A/B engine which is also proprietory to Pratt & Whitney.

The Government intends to procure the above items under the authority of 10 USC 2304 (c)(1), FAR 6.302-1. The Government does not own current data, drawings or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Vendors must be registered in the Central Contract Registration (CCR) Database. The internet website is http://www.ccr.dlsc.dla.mil/ccringq or www.ccr.gov. It is mandatory to register with the CCR as your Duns Number(Data Universal Numbering System) and your CAGE (Commercial and Government Entity) code will be required to conduct business with the Department of Defense.
