The Department of Health and Human Services, intends to issue a sole source award to Mortara Instrument in accordance with FAR 6.302-1. The services required are available from only one responsible source and no other type of supplies will satisfy agency requirements. The contractor will provide services for the following items for the ECG Warehouse: Validation and importation of annotated digital ECG datasets provided. Application support for ECG Warehouse web client including granting of security certificates and assignments of privileges to reviewers. Systems support for ECG Warehouse and databases servers including system maintenance and system backup On-site training for FDA reviewers provided up to 3 times per year upon request. Export of blinded datasets upon request by FDA Application enhancement and software maintenance. No Solicitation or Request for Quotation is available. Notwithstanding, any firm that believes it is capable of satisfying HHS’s requirement may submit a written capabilities statement, which will be considered for future requirements. A determination not to compete the requirement based on responses to this notice is solely within the discretion of the Government.
