The Naval Air Systems Command intends to award a fixed price sole source delivery order for component parts required to build AFC-630 A2, AFC-631 A1, and AFC-633 A1/A2 kits under the Basic Ordering Agreement N00019-11-G-0001. They are identical part numbers to component parts included in ECP-6212R1 AFC-557 kits, however, they will be used on different aircraft types and lots and under a different ECP (1146-12). NAS North Island F/A-18 FST is the design engineering activity for ECP 1146-12 and is developing these technical directives. These are the only common parts to the AFC-557 kits for which The Boeing Company is the sole source provider. Other parts will be procured via supply system stock or manufactured at NASNI depot facilities. This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Boeing is the designer, developer, manufacturer, and integrator of the F/A-18 and EA-18G aircraft in its various configurations; and as such, is the only known firm with the knowledge, experience, and technical expertise required to accomplish this effort.
