The Naval Air Systems Command intends to solicit and negotiate a Firm-Fixed Price, sole source contract with the Canadian Commercial Corporation as the prime contractor and L3 MAS as the 100% subcontractor for the procurement of up to 28 retrofit kits for the Avionics Systems Upgrade to the F/A-18 C+ aircraft. It is anticipated that there will be 15 kits delivered in the base period, 13 kits delivered in Option Period 1. This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."

L3 MAS is the only known source with the knowledge, expertise, facilities and qualified personnel necessary to accomplish this effort within the timeframe required.

All respondents must submit a Statement of Qualifications to demonstrate respondent's ability to perform the Government's needs within the required timeframe.
