The procurement will be procured under NAICS 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing), and is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Government does not currently possess the necessary supplies and/or services to support assembly of AFC-582 A1 kits using a source other than NGC. Therefore, NAVAIR has determined that award of ECP 63227C3 to any source other than NGC would result in unacceptable delays to fielding this requirement.
