The Naval Air Systems Command intends to issue a request for proposal (RFP) for the delta cost to change the ECP 6227C2 "Elimination of Conductive Paint on Flight Control Surfaces for the F/A-18 E/F and EA-18 G aircraft" configuration to the ECP 6227C3  configuration for the kits already existing in the fleet. In addition, this RFP will procure approximately 228 retrofit kits in the ECP 6227C3 configuration.

This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implement by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Boeing Company is the sole designer, developer, manufacturer and integrator of the F/A-18 E/F and EA-18 G aircraft and is the only known source with the knowledge, expertise, facilities and qualified personnel necessary to accomplish this effort within the timeframe required.
