The Naval Air Systems Command (NAVAIR) has a requirement to support Engineering Change Proposal (ECP) 6346 - Waveform Generator (WFG) Module for the F/A-18 & EA-18G aircraft. Due to obsolescence issues the WFG was redesigned to include a new DDS III hybrid. ECP 6346 covered the obsolescence issue in production. ECP 6346 also included a Field Programmable Gate Array (FPGA) with a large memory size to support potential future requirements. Under a separate effort, the USN is developing firmware for the larger FPGA. To make use of that growth capability and new firmware, additional production NRE and retrofit NRE is required. NAVAIR intends to negotiate the effort as a sole source order to the F/A-18 and EA-18G Basic Ordering Agreement with The Boeing Company, St. Louis, MO. Award of the order will be made with authority under FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. As the prime contractor for WFG, Boeing has the manufacturing knowledge, experience, and technical data required to fulfill this requirement within the time required. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. Responses without a return address, mailing address, and company telephone number will not be recognized. No phone calls will be accepted. Proprietary data in the responses will be protected where so designated. Offerors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DoD activity. A determination not to compete this proposed effort based on responses to this notice is solely within the discretion of the Government.
