The Naval Air Systems Command (NAVAIR) intends to award a firm fixed priced order, under Basic Ordering Agreement N00019-16-G-0001, to Northrop Grumman Corporation (NGC) of El Segundo, CA. NAVAIR intends to procure F/A-18 A-D Crease Longeron Splice and supplies in support of Engineering Change Proposal (ECP) 630 Airframe Change (AFC)-652 "Changes to the AFT Center Fuselage in support of the Service Life Extension Program. This ECP will address the retrofit for Hot Spot locations by installing two steel straps on the Outer Mold Line over the Crease Longeron.
The effort will be procured under NAICS 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and is being pursued on a sole source basis under the authority of Title 10 U.S.C. 2304(c)(1), whereby the supplies or services required are available from only one source and no other type of supplies or services will satisfy agency requirements. Northrop Grumman Corporation is the sole designer, developer, manufacturer and supplier of the F/A-18 A-D aircraft and is uniquely qualified to provide the complete range of program support required by the Fleet. Northrop Grumman Corporation is the only known firm that possesses the technical data, resources and expertise necessary to fulfill the Government's requirements.
