The Naval Air Systems Command intends to issue a fixed-price, sole source task order to the Boeing Company for non-recurring engineering (NRE) associated with Engineering Change Proposal (ECP) 6393, "To Procure 78 FY 15 Retrofit A Kits and (Option) 53 FY 16 Retrofit A Kits "  under basic ordering agreement (BOA) N00019-11-G-0001. The procurement includes the following kit breakdown:  20 A1 kits; 15 A2 kits; 12 A3 kits; 10 A4 kits; 21 A5 kits and as an option 15 A2 kits; 27 A4 kits and 11 A5 kits.  This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304 (C) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Boeing is the designer, developer, manufacturer, and integrator of the F/A-18 aircraft in its various configurations; and as such, is the only known firm with the knowledge, experience, and technical expertise required to accomplish this effort.
