The Naval Air Systems Command intends to solicit and negotiate a Firm-Fixed Price (FFP), sole source Delivery Order under a Basic Ordering Agreement (BOA) contracting vehicle with The Boeing Company, St. Louis, Missouri for the procurement of one hundred forty-four (144) retrofit kits (seventy-two (72) A1 composite kits and seventy-two (72) A2 titanium kits) and one hundred forty-four (144) perishable tooling kits (seventy-two (72) C3 composite kits and seventy-two (72) C4 titanium kits) associated with Engineering Change Proposal (ECP) 6394R1, "Horizontal Stabilator Gang Channel Corrosion Provisions Retrofit Solution."

This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Boeing Company is the sole designer, developer, manufacturer and integrator of the F/A-18 E/F and EA-18 G aircraft and is the only known source with the knowledge, expertise, facilities and qualified personnel necessary to accomplish this effort within the timeframe required.

All respondents must submit a Statement of Qualifications to demonstrate respondent's ability to perform the Government's needs within the required timeframe.
