The Naval Air Systems Command (NAVAIR) intends to award a fixed price sole source task order to The Boeing Company to incorporate Multifunctional Information Distribution System (MIDS) Joint Tactical Radio System (JTRS) as Government Furnished Equipment (GFE) and Group A kit provisions into all current MIDS Low Volume Terminal (LVT) capable aircraft, under the Basic Ordering Agreement N00019-11-G-0001. This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Boeing is the designer, developer, manufacturer, and integrator of the F/A-18 aircraft in its various configurations; and as such, is the only known firm with the knowledge, experience, and technical expertise required to accomplish this effort.
