The Naval Air Systems Command (NAVAIR) intends to award a firm fixed-price type contract action with The Boeing Company (CAGE 76301) of St. Louis, Missouri 63134 (Boeing) for ECP 6444C1, "Weight Reduction Initiative - Updated Retrofit Effectivity". This contract action will be for removal of provisioning components of the ALR-67(V)3, ALQ-214(V)3, Multi-Mission Advanced Tactical Terminal (MATT), and the ALE-50/55(V)1 wiring and additional hardware from EA-18G and NEA-18G aircraft as well as the procurement and installation of hardware items to reconfigure the spaces the items were removed from. Included in the effort are the updating of Publications (IETMs, paper) and Logistics Product Data and specific engineering in support of the Royal Australian Air Force. The effort is to be performed at Patuxent River NAS, and China Lake NAS and encompasses fifteen EA-18G aircraft.
The procurement is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Boeing Company is the sole designer, developer, manufacturer and integrator of the F-18 aircraft in its various configurations, and is the only source with the technical data, knowledge, expertise and on-site personnel necessary to accomplish this effort in the timeframe required.
