The Naval Air Systems Command PMA-265 intends to award a sole source delivery order to Boeing under the Boeing Basic Ordering Agreement (BOA) (N00016-16-G-0001) to perform the installation of the RT-1990A (hereafter referred to as Gen5) in the COMM1 position for all Block II F/A-18E/F and EA-18G aircraft (Lot 26 and above) as a form/fit replacement for the obsolete RT-1556. This includes A-kit design and build, TD development, and system installs. The Gen5 radio is provided as GFE. This effort leverages work performed as part of the Kuwaiti H12K and H16 Block III production builds which integrated Gen5 into COMM1.

The government intends to negotiate the contract under the authority of FAR 6.302-1. Boeing is the only entity that can meet the schedule requirements associated with this procurement. This is an on-going effort with Boeing.

Any interested party must have the approved facility(ies) and personnel clearances necessary and also demonstrate the ability to obtain any required clearances in time to meet the schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate their ability to perform to the Government's needs within the required response time.
