The Naval Air Systems Command has a requirement to incorporate Engineering Change Proposal (ECP) - Advanced Targeting Forward Looking Infrared (ATFLIR) - 0035 "Electro-Optical (EO) Daylight Operations Improvement" into the ATFLIR pod. The NAVY intends to negotiate the effort as a sole source order to the F/A-18 Basic Ordering Agreement with Raytheon Company, McKinney, TX. Award of the order will be made with authority under FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. As the prime contractor for the ATFLIR, Raytheon is the original designer and integrator of the ATFLIR pod into the F/A -18 weapon system and as such, is the only source that possesses all of the technical data necessary to incorporate ECP-ATFLIR-0035 in the ATFLIR pod.
