The Naval Air Systems Command intends to negotiate and award ECP-ATFLIR 0038 âStray Lightâ as a Firm Fixed Price (FFP) delivery order under the Basic Ordering Agreement (BOA), N00019-05-G-0008 to Raytheon Space and Airborne Systems on a sole source basis. Raytheon is the sole designer, developer, and manufacturer of the ATFLIR Pod and owns the technical data rights.
This ECP is to induce lower level design requirements at the optical supplier to eliminate the variability from pod to pod as to what secondary beams are present. This change will reduce the secondary beams to levels that are not a safety concern to the end user. This ECP develops test criteria and limits for evaluating fielded Electrical Optical Sensor Units (EOSUs), establishes marking requirements for screened and new EOSUs subassemblies and optical components, adds performance criteria to the optical components, and repairs EOSUs that do no meet test criteria.
