The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to contract with Northrop Grumman Corporation (NGC), San Diego, CA, on a sole source basis for an effort to replace and/or modify with filters the Interface Co-site Equipment (ICE) units and the LINc Communications Unit (LCU) on MQ-4C Triton Unmanned Aircraft (UA), Main Operating Base (MOB) and Forward Operating Base (FOB) assets that will result in modifications to the following existing contracts: N00019-15-C-0002, N00019-17-C-0018, N00019-18-C-1028 and N00019-15-G-0026-N0001919F0272.

The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1, "Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements" for the proposed contract action. As the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS UA, MOB and FOB, NGC is the only contractor with the requisite technical knowledge, expertise, and technical data that can meet the Government's needs within the program's cost and schedule constraints.
