The Naval Air Systems Command intends to issue a fixed-price, sole source contract to the Boeing Company to address a follow on effort to Engineering Change Proposal (ECP) 6471 SOW. The current effort includes Procurement of the EA-18G and F/A-18E/F Lots 26 and up A Kits developed during ECP 6471 SOW. This effort will be awarded under the Boeing BOA, contract number N00019-16-G-0001.
The Contractor shall be responsible for designing and developing the TTNT integration to ensure compatibility with all existing aircraft systems (including RF compatibility) and shall serve as the prime integrator of the TTNT capability as part of the overarching Integrated Capability Package-Three (ICP-3) integration.
This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304 (C) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Boeing is the designer, developer, manufacturer, and integrator of the F/A-18 aircraft in its various configurations; and as such, is the only known firm with the knowledge, experience, and technical expertise required to accomplish this effort.
