This is a NOTICE OF INTENT that the Government is to issue a Sole Source award to

Elearning Brothers for the purchase 50 (shareable) licenses/subscriptions for Internal Revenue Service elearning developers. The licenses provide access to and the use of graphics that are necessary to support the design and development of eLearning products.   This software is proprietary and patented and as such is the only vendor that can possibly provide the required licensesThe NAICS code is 611710.

This is not a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this notice of a non-competitive action. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.

The anticipated award date is October 1, 2020 coverage of 10/01/2020 through 09/30/2021. This Notice is not a Request for Quote and no solicitation will be issued.

Written responses to this notice will be evaluated by the Government. A determination by the Government not to compete this contract action based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability and respond to the requirement no later than 12 noon EST, September 30, 2020. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
