The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), National Agricultural Library (NAL) requires continuous electronic access via IP authentication over the internet for all USDA users and public on-site users to the SCOPUS database. This database must be renewable in the summer (July 1) of each calendar year to ensure funding is available to provide continuous and uninterrupted access to the most recent records added to the database.
The attached SOW describes the requirement.

Companies who have the experience, as well as an interest in doing business with ARS, should submit a Capabilities Statement which, for this notice, is not expected to be a proposal, but rather short statements regarding the company’s ability to demonstrate their expertise and experience in relation to the areas specified in this notice. Companies should also indicate whether they are a Small Business, SBA-certified HUBZone, SBA-certified 8(a), SDVOSB, Women-Owned Small Business, or Large Business.
Responses should be submitted by 10am June 15, 2021.
Oral communications are not acceptable in response to this notice. A determination not to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
