Amendment 0004 – Pursuant to Executive Order 14265, Modernizing Defense Acquisitions and Spurring Innovation in the Defense Industrial Base, and the Secretary of Defense’s Directing Modern Software Acquisition to Maximize lethality memorandum dated March 6, 2025, directing the use of Other Transactions (OTs) as the default approach for acquiring software, DISA is canceling this procurement pursuant to RFP section L.1.1 to combine the EMBM-J SA effort with the EMBM-DS OT.
Amendment 0003 - The purpose of Amendment 3 is to notify Offerors that this solicitation and subsequently access to the Reading Library is hereby suspended due to possible long-term funding constrains and/or lack of funding. DISA will promptly issue a further amendment as warranted.

The Defense Information Systems Agency has a services requirement for Electromagnetic Battle Management Joint (EMBM-J) Situational Awareness (SA). This Request for Proposal is to solicit offers for this requirement.
The EMBM-J is an Acquisition Category Level III level requirement to develop and further enhance EMBM-J SA capabilities to enable visualization, analyses, and assessment of Electromagnetic Spectrum activities within an Area of Responsibility for situational awareness of the Electromagnetic Spectrum Operational Environment in support of Joint Electromagnetic Spectrum Operations for the Joint Force Commander. This requirement will procure software development/testing and engineering support for the continued development, deployment, operations, maintenance, test, training, and enhancements of the current EMBM-J SA software/system architecture using modern software methodologies and agile teams. Responsibilities include continuous integration/continuous delivery of EMBM-J SA releases within commercial cloud environments, system administration, maintaining security posture and Authority to Operate, user interface development, automation of data ingest, and enabling interoperability with military service EMBM systems and the EMBM-J Decision Support effort.
