STATEMENT OF WORK

Salt Lake Technical Center (SLTC)

1. INTRODUCTION

The Salt Lake Technical Center (SLTC) analyzes workplace exposure samples submitted by Federal Compliance Safety and Health Officers (CSHOs) from all over the United States and the following territories: Puerto Rico, Virgin Islands, and Guam. Analytical results provided by SLTC to CSHO's are often used as the basis for citations and these results must be accurate, precise, and defendable in court proceedings. SLTC uses the transmission electron microscope (TEM) to identify nanoparticulate in industrial hygiene samples, the particles are so small that they can only be viewed with the high magnification and resolution available in the TEM. Asbestos is the most frequent analyte examined with the TEM at SLTC. Identification has become increasingly imperative in the workplace as employee exposure has become less likely to be confined to the six regulated minerals and expanded to a large number of other natural and man-made fibers. SLTC has used the TEM to overcome the limitations of light microscopy for compliance analysis of asbestos since about 1975. It is necessary to collect data from small particulates, including asbestos in order to carry out the analysis. TEM analysis of asbestos requires three forms of data:
1) It requires Chemistry,
2) It requires that the particle have the fiber,
3) It requires that the particle have the crystal structure consistent with one of the regulated minerals.

For some minerals it is necessary to conduct ultrahigh resolution, to look directly at the crystal lattice.

One of the components attached to the TEM is a detector that is manufactured for this microscope by Bruker AXS, Inc. The detector needs repair work done on it to be fully functional.

2. SCOPE OF WORK

Salt Lake Technical Center is requesting that the needed repair work be done on the Bruker detector to allow the TEM to be fully functional. At this time the extent of the repairs is not completely know because a Technician will need to service this equipment and repair or replace the instrument. On sight inspection by our scientific personnel it is surmised that several parts or a combination of all of these parts may be the problem. The following parts are identified as being the problem at this time:

Salt Lake Technical Center personnel have discussed the repair work with Technican has estimated labor hours to be approximately 110 hours to make these necessary repairs.

3. STATEMENT OF WORK

The Vendor will perform the needed service and repair to the Avalon 8000 S/N PGT 110217 with possible replacement of the damaged parts which may include: Imagemaster S/N 150083, Detector, Model OPH045-1038 S/N 960 and Detector Model OPH031-3035 S/N 3398. The Vendor will accomplish this is 110 hours or less.


4. DELIVERABLES

Vendor will coordinate all work and delivery of the replacement parts needed with the personnel at SLTC. Work will not be performed on recognized government holidays as follows:
