The Uniformed Services University of the Health Sciences (USU), located on the National Naval Medical Campus in Bethesda, MD, has a requirement for the purchase of an electron multiplier CCD camera and image analysis software for low light fluorescence.
This is a combined synopsis/solicitation for commercial items prepared under
the authority of FAR Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only solicitation;
quotations are being requested and a written solicitation will not be issued. This
is a request for quotations (RFQ) in accordance with FAR Part 13 – Simplified
Acquisition Procedures. It is the responsibility of the contractor to monitor
FedBizOpps for any amendments to the solicitation. This RFQ incorporates all
provisions and clauses in effect through Federal Acquisition Circular 2005-32.
All responsible sources may submit a quote, which will be considered by USUHS.
For this procurement, the North American Industry Classification System (NAICS)
code is 423690 (Other Electronic

EVALUATION FACTORS
The government will award a Firm-Fixed-Price (FFP) contract resulting from this solicitation to the responsible offeror whose quote, conforming to this announcement, will be most advantageous to the government. Award will be made on a best value determination considering price and non-price factors in accordance with FAR 52.212-2 - Evaluation – Commercial Items Clause.

Offerors must submit product literature demonstrating the product quoted meets the minimum specifications.
To be eligible for contract award, a contractor must be registered with the Central Contractor Registration (CCR) database.
