This is a combined synopsis/solicitation prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This synopsis/solicitation is a Request for Quotation (RFQ) issued by the Federal Highway Administration Western Federal Lands Highway Division (WFLHD) for online access to American Association of State Highway Transportation Officials (AASHTO) manuals and standards, American Concrete Institute (ACI) standards, and American Society for Testing and Materials (ASTM) standards. The subscription period shall be 02/15/2017 - 02/14/2018.

The RFQ number is DTFH7017Q00010. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95.

The access and service that is provided limits the availability to a single source. Only this suggested source can furnish the requirements, to the exclusion of other sources, because of the multiple standards being accessed, historical documents provided, and interaction with individual users. For that reason, the Government intends to acquire these supplies and services on a noncompetitive basis from IHS Global, Inc., located in Englewood, CO. However, all responsible sources may submit a quotation which shall be considered by the agency.

Quotes are due by 9:00 a.m. Pacific on February 6, 2017.
