This solicitation is a "REQUEST FOR INFORMATION" only. This Sources Sought Notice is not a request for formal proposals or quotes. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract.

Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified businesses capable of providing the services described below.

Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number

One year multiple site license to provide electronic access to ASTM, AASHTO and ACI standards for a minimum of 50 users at multiple locations and include the following:

1. All required document collections must be available in one search engine and must include both active and all historical versions of both ASTM and AASHTO, as well as the active versions of ACI (American Concrete Institute).

2. Vendor's system must allow for the inclusion of FHWA metadata of internal documentation, as well as hyper linking to the same FHWA documents, to be searchable along with the content from ASTM, AASHTO and ACI.

3. Vendor's system must provide for the user creation of personally selected standards list which allow for email notifications of revisions or updates to those standards.

4. Vendor's system search fields must provide "type ahead" fill to insure accuracy of search entry for users.

5. Vendor's system must provide relevancy ranking of results when a keyword or compound search is submitted by the user, rather than ordering by straight document number.

6. Vendor's system must provide for lemmatization of search terms, which means that search for mice will return mouse as well, or a search for brake will return brakes or braking as well.

7. Vendor must provide on-site training for use of the website as required by FHWA.
