The Social Security Administration intends to issue a firm-fixed priced purchase order to Elsevier, B.V. for electronic subscription to Science Direct.  Subscription includes electronic access to ejournals and eBooks for the following collections for the current year and for a 13-year archive back to 1995 and building forward.  Collections include:  Economics, Econometrics and Finance, Business Management and Accounting, Psychology, Social Sciences, Pharmacology, Toxicology and Pharmaceutics, Computer Science, Health Sciences; and Elsevier Reference Works which includes 23 ejournals and reference materials. This system is an on-line, web-based system.  Anticipated period of performance is for a base year and 4 option periods beginning March 01, 2010 through February 28, 2011 for the base year.  Under the Federal Acquisition Regulations (FAR) Part 6.302-1, Only One Responsible Source and No Other Supplies or Sources Will Satisfy Agency Requirements.  This requirement is utilizing procedures in the FAR Part 12 - Acquisition of Commercial Items in conjunction with procedures under FAR Part 13.  This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Government's intent to order this subscription from Elsevier, B.V. Request for copies of a solicitation in response will not be honored or acknowledged.  A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered for the purposes of determining whether or not to conduct a competitive procurement.  The Government does not intend to pay for information provided in response to this publication.  Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement.  If no affirmative responses are received within 3 business days, in accordance with FAR 13-106-1(b)(1) negotiation will be conducted with Elsevier, B.V. as the only source, a purchase order will be issued without any additional notices being posted.  Respondents should refer to 0919-10-1206.
