The Internal Revenue Service (IRS) intends to negotiate and enter into a sole source contract with Weber Shandwick Worldwide in accordance with FAR 6.302-1 for maintenance and updating of six electronic toolkits developed over the last five years and construction of new toolkits as required in conjunction with the Internal Revenue Serviceâs marketing campaign. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued.
The toolkits provide on-line assistance and information to taxpayers, media, outside partners and local IRS offices on a 24/7 basis. To maintain currency and consistency, updates to the toolkits must be made quickly and efficiently and changes to one kit must be reflected in all associated kits at the same time. The URLs for these sites have been widely publicized and retaining the addresses will ensure users gain access without interruption. The servers that these toolkits reside on require approval by the IRS Modernization Information Technology Servicesâ (MITS) security office.

A determination by the Government not to compete this proposed contract based upon responses to this notice is completely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No award will be made on the basis of any quotations / proposals or other information received in response to this notice.
