The NASA Shared Services Center (NSSC) has a requirement for renewal access to the Elsevier B.V. ScienceDirect online subscription services.

The NSSC intends to issue a sole source contract to acquire the subscription services from ELSEVIER B.V. at Radarweg 29, Amsterdam, 1043 NX, Netherlands, under the authority of FAR 6.302.

Elsevier is the world’s leading publisher of science, technology, and health information including approximately 2,500 journals and more than 38,000 e-books and major reference works containing over 15 million peer-reviewed publications from Elsevier and their publishing partners. Elsevier is the only source for access to ScienceDirect. Elsevier is an information analytics business specializing in science and health information and resources.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Kaitlyn Smith at [email protected] no later than 5:00 PM CST on December 19, 2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
