Enclosed is a Request for Quotations (RFQ) for Travel Management Services.  If you would like to submit a quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter.

The U.S. Government intends to award a contract to the responsible company submitting an acceptable quotation at the lowest price.  We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

Quotations are due by Thursday February 27, 2020, 4:00 pm local time.

 You may submit an electronic copy in Word (.doc or .docx) format or Portable Document Format (.pdf) to [email protected]. Please limit file size to 5MB per email. For larger files, we will also accept thumb drives, Compact Discs (CDs), and paper copies (in triplicate), which can be sent to the address shown in block 9 of the Standard Form 1449.

The Embassy intends to conduct a pre-quotation conference on Wednesday, February 12, 2020 from 10:00 AM to 12:00 PM, in room 1020 (MPR), and all prospective quoters who have received a solicitation package are invited to attend.  See Section 3 of the attached Request for Quotations (RFQ).

In order for a quote to be considered, you must also complete and submit the following:

1.         SF-1449 (Blocks 12, 17, 19-24 and 30 appropriately filled out)

2.         Section 1, The Schedule

3.         Section 5, Representations and Certifications;

4.         Additional information as required in Section 3.

All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 52.204-7.  Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals.

Other information

1.   Quoters are urged to submit written questions before February 12, 2020 prior to the scheduled pre-quotation conference date.  Questions shall be addressed to the attention of the Contracting Officer, Shigh Sapp by email to [email protected]; or by letter to the address on block 9 of attached SF-1449 and Ardi Putro at [email protected].    

2.   Attendees may also bring written questions to the pre-quotation conference.

3.   Statements made by the Government at the pre-quotation conference shall not be considered to be a change to the solicitation unless a written amendment is issued.

4.   As soon as possible after the pre-quotation conference, all questions and answers will be posted on the Beta.sam.gov website under the “Other” category. 

5.   The validity of the quote is 90 days from the close date of the RFQ.

6.   Hand-carried submissions will be received and time-stamped at the Embassy before 4:00 p.m. each day prior to the due date and time set forth in Block 8.
