Combined Synopsis/Solicitation for EID Journal Manuscript Review License
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued.
2. The solicitation number is 2015-81544 and is being issued as a request for proposal.
3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73.
3. This acquisition is for full and open competition. The North American Industry Classification System (NAICS) code is 519130 with a size standard in number of employees 500 (U.S.)
5. See attached requirement for a year and four Option Years.
6. Performance is to begin July 30, 2015 and continue through July 29, 2016 with four (4) twelve month option periods.
7. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition.

9. Offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. (Note, if offerors are registered within the System for Award Management (SAM) and certifications and representations are up to date, make a statement to that affect in accordance with the provision.

The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial items, applies to this acquisition and FAR clauses applicable are 52.219-6, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-40, 52.222-54, 52.225-13, 52.232-33, and 52.222-51. Other applicable clauses including Health & Human Services Acquisition Regulation (HHSAR), and CDC applicable clauses.
12. There are no special contract requirements or terms and conditions related to contract financing arrangements or warranty.
