This solicitation document incorporates provisions and clauses in effect through FAC 2005-26 and DFARS Change Notice 20080722. THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302 FOR THIS PROCUREMENT ACTION. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETETIVE QUOTES OR PROPOSALS.

The Naval Surface Warfare Center, Port Hueneme Division (PHD), Port Hueneme, CA intends to procure on an other than full and open competition basis, Sole Source, for the following item.

1. Electro Magnetic Interface (EMI) Gasket, P/N: 8407415-1, QTY 150 each.

The Government reserves the right to award on an all or nothing, or partial basis.

The contract type will be a Firm, Fixed Price.

The NAICS code is: 339991 and the size standard: 500 Employees. This pre-solicitation is a "SOLE SOURCE" requirement to: Precision Gasket Company, as the only source that can provide this EMI gasket. Precision Gasket Company is only company that has been qualified and certified by the Mechanical Design Agent. It would cost about $500,000.00 and at least nine months to one year to qualify another vendor. Due to time constraint and funding, it is not possible to qualify another vendor at this time.

Any firms believing that they can provide the material may submit a written response to be received at the Contracting office no later than 15 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the material without causing programmatic hardship. All responsible sources may submit a quotation which shall be considered by the agency.
