The Defense Information Technology Contracting Organization-Pacific, Pearl Harbor, HI intends to award a sole source firm fixed price contract to Johnson Controls Fire Protection LP (formerly SimplexGrinnell) for a base year and four option years.

The Enhanced Mobile Satellite Services (EMSS) Gateway Facility requires maintenance support of the Gateway's integrated fire alarm, fire suppression and security systems at NCTAMS PAC, Wahiawa, HI and security system equipment in Hawaii and at the DFLT. The DFLT, a remote site at Tobyhanna Army Depot, Tobyhanna, PA is being established and the security equipment at the DFLT site will be a part of the EMSS Gateway security maintenance service.  

The DFLT and EMSS Gateway security system will both require annual and emergency maintenance service. The Contractor will test and perform preventive maintenance on the fire alarm, air sprinkler and pre-action and fire suppression equipment to ensure they are operable and will function as needed in case of emergency as required by DOD regulations.

Johnson Controls is the only company authorized, trained, and certified to work on SimplexGrinnell proprietary software. The Access Control, CCTV, and fire alarms are integrated into one system that is vital to EMSS Gateway operations. It is important that the Gateway and Gateway personnel are provided continued security and communication with no interruptions or failures. Although other vendors can provide selected installation services, they do not have factory-authorized access to perform work on the existing Simplex Grinnell system. Due to the critical nature of the services provided to the Warfighter, it is imperative that the Gateway be functional 24/7. Johnson Controls Fire Protection LP technicians are thoroughly familiar with the unique features of the systems that affect the safety and security of the Gateway and its occupants and are able to respond to all emergency situations and fix all problems.

This notice is submitted pursuant to the authority of Title 10 U.S.C. §2304(c)(1), which provides that full and open competition need not be obtained where there is "only one responsible source and no other supplies or services will

satisfy agency requirements". (FAR 6.302-1(2)(ii)(A&B)). This authority is supported by an approved sole source justification. This notice constitutes neither a solicitation or any type or request for capability statement nor should it be construed as a commitment by the Government. This serves as a procurement notice to fulfill public posting requirements in accordance with FAR 5.101(a)(1).
