The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with 2D3 Sensing, 4199 Campus Drive, Suite 620; Irvine, CA 92612, for the procurement of MPEG-2 encoding and decoding software licenses as well as MetaData processing and transcoding software licenses for mission video for the P-8A test aircraft and PAXSIL government lab.

The following 2D3 software licenses are required to encode and decode MPEG-2 video from P-8A sensors to each of the Mission Crew Workstations on the P-8A aircraft:

The following 2D3 software licenses are required for Metadata transcoding and processing, Metadata Guard, and Geospatial Data Export as well as providing for video stream input/output for the MCW workstations on the P-8A aircraft:

SW-CT-BASE Catalina Baseline

Under the authority 10 USC 2304(c)(1), FAR 6.302-1, the Government intends to issue a sole source contract to 2D3 Sensing as this company is considered the only responsible source capable to provide the required software licenses. 2D3 is the designer and developer of the software currently installed and tested on the P-8, and therefore is the only vendor capable of providing the software licenses for the above listed software.

All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Responses must be received within 15 days of publication of this notice. Responses should reference "P-8 Software Licenses - LAKPP20150251" in the subject line.
