NASA/LaRC intends to purchase the items from General Dynamics. General Dynamics is the manufacturer of the existing encryptors currently in our posession and it is imperative the encryptors from General Dynamics are procured to maintain compatibility and consistency with security requirement. General Dynamics is the only US manufacturer of encryptors that are approved by the NSA and also the Air Force for the protection of classified data. Center researchers are working with the Air Force and therefore need to comply with Air Force security requirements.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:30 p.m. local time on 08/08/2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
