Walter Reed National Military Medical Center has a requirement to procure an upgrade to the endoscopy system currently used by the hospital. The Government intends to procure this upgrade on a sole source basis from Olympus America because preliminary market research indicates that only Olympus America, as the manufacturer of the system, can provide the upgraded instruments required because only its series 190 endoscopes are 'backwards compatible' and can work with the older endoscopes which will continue to be used by the hospital. Further, only Olympus endoscopes are designed to specifically work with the Olympus brand light sources and processors that are used in the hospital. Lastly, procurement of this upgrade supports the Defense Health Agency's National Capital Region's medical equipment standardization program.
This notice is not a request for competitive quotations and a solicitation for this requirement will not be issued. Prospective offerors are advised that, because there are no other known sources, the agency has authorized the procurement of this upgrade under other than full and open competition under FAR 6.3. However, interested responsible sources may submit a capability statement for the agency's consideration in determining whether a competitive procurement should be conducted in the future for this capability. A copy of the Justification and Approval will be posted no later than 14 days after contract award.
