The National Institute of Standards and Technology (NIST) intends to procure on a sole source basis, using Simplified Acquisition Procedures, under the authority of FAR 6.302-1(a)(2), with Knab, Lawrence I, Montgomery Village, MD, National Voluntary Laboratory Accreditation Program (NVLAP) for technical expertise in the areas of Energy Efficient Lighting and Energy Efficient Motors Program.
Dr. Knab is the only qualified contractor to perform the requirement. Dr. Knab can provide a unique combination of theoretical background, hands-on implementation skills, and experience in the field of Energy Efficiency Lighting with NISTââ¬â¢s specific Laboratory Accreditation Program (LAP), and Program Managers.
NVLAP is a U.S. Government program administered by NIST, an agency of the U.S. Department of Commerce. NVLAP is a voluntary system that provides a mechanism for the recognition of testing and calibration laboratories based on internationally accepted standards. It identifies competent laboratories for use by regulatory agencies, purchasing authorities, and product certification systems, and promotes the acceptance of test and calibration results among economies and accreditors to support trade facilitation activities worldwide. NVLAP operates a management system that is compliant with ISO/IEC 17011:2004.
This notice of intent is not a request for competitive quotations; however, the government will consider other responses received by the deadline. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
