INTRODUCTION Department of Veterans Affairs (VA) is considering issuing a contract for energy conservation/savings initiatives, as such VA is currently conducting market research. BACKGROUND Executive order 13123 mandated energy conservation requirements within the Federal Government. In order to implement the requirements of this Executive Order VA has used other government agency contracts such as Department of Energy, Corp of Engineers and GSA. VA is now considering issuing it’s own contracts. MARKET RESEARCH VA will be conducting market research (in accordance with Federal Acquisition Regulation Subpart 10) to: a. Determine if sources capable of satisfying the agency's requirements exist. Firms capable of satisfying VA’s requirements should, at a minimum, possess the following qualifications: ·Be one of Department of Energy’s pre-qualified energy service contractors. ·Demonstrate experience in energy savings projects. ·Possess implementation experience in energy conservation management. ·Possess expertise in obtaining financing for energy savings projects. b. Determine the customary practices of firms engaged in energy savings projects. Market research will include both written questionnaires and on-site interviews of a select number of contractors (10 to 12). Interested firms may contact the contracting officer and request a copy of the questionnaire. VA will make selections based on questionnaire responses and invite selected firms to participate in on-site interviews.
