The U.S. Coast Guard, Surface Forces Logistics Center, Icebreaker, Buoy and Construction Tender Product Line require for turbo chargers used to support geographically dispersed WLB "B" Class Buoy Tenders. The 225' WLB "B" Class buoy tender uses Napier Turbochargers, Ltd, the Original Equipment Manufacturer (OEM), for their Main Diesel Engines (MDE). The MDE engines are an integral and critical part of the propulsion and maneuvering system on board the 225' WLB. It is imperative that parts used to repair or perform routine maintenance on the MDE's are exact in form, fit, and function to the parts being replaced. The NAICS Code for this acquisition is 333618, and the Small Business Size Standard is 1,000 employees.

It is the Government's belief that only Napier Turbochargers, Ltd parts have been used and have proven to be effective. Using other than OEM parts could cause failure to occur; degradation to the vessel's primary mission could result in the loss of life and property or failure to meet Coast Guard operational commitments. Alternatively, authorized vendors can provide OEM parts other than Napier Turbochargers, however many of the parts used are unique to Napier Turbochargers designs and thereby proprietary to Napier Turbochargers, Ltd.

THE INTENT OF THIS NOTICE IS TO CONFIRM IF THERE ARE ANY OTHER COMPANIES CAPABLE OF FULLFILLING THIS REQUIREMENT. IN THE ABSENCE OF RESPONSE FROM ANY FIRMS THAT BELIEVE THEY HAVE THE CAPABILITY TO FULFILL THIS REQUIREMENT, THE US COAST GUARD INTENDS TO NEGOTIATE WITH NAPIER TURBOCHARGES, LTD FOR THE REQUIREMENT. NO OTHER NOTICE WILL BE PUBLISHED UNTIL AWARD IS MADE.

Your response is required by the close of business on August 29, 2012. Interested sources shall provide sufficient data with points of contact and phone numbers to demonstrate that they have provided the above part numbers to the Government or commercial customers in the past, or that you have unlimited access to the OEM's technical data, drawings, including specifications, and salient characteristics. The Government does not intend to pay for any information that is submitted in response to this synopsis. Information received after this period will not be considered.
