The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement N00019-07-G-0008 with the Bell Boeing Joint Program Office on an other than full and open competitive basis. The order will cover hinge improvements to the clamshell doors of the V-22 aircraft. The ECP will include the retrofit recurring engineering and installation change to the effected V-22 aircraft. Bell Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics of the aircraft.
