The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a contract modification for Engineering Support Services (ESS) to Science Applications International Corp (SAIC), 1710 SAIC Drive, McLean, VA, 22102.
The intended sole-source contract will be for ESS in support of Program Executive Office for Integrated Warfare Systems (PEO IWS) 1.0 for AEGIS and AEGIS Fleet Readiness, 4.0 Foreign Military Sales (FMS), 7.0 Future Combat Systems, and 9.0 DDG 1000. The contract will contain provisions for other direct costs such as travel.
The contract modification will be for a base-period of three (3) months and contain three, three (3) month options. The contract modification will be awarded pursuant to 10 U.S.C. 2304(c)(1), as SAIC is the only company that can meet the Navy's ESS requirement without unacceptable delays until the contract is awarded. The aforementioned requirements are currently being competed via Solicitation N00024-14-R-3077. This announcement is published for information purposes only. Notice: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
