The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a Contract with International Systems Management Corp. (ISM) in Greenbelt, Maryland, for the procurement of engineering support services for the Australia Surface Combatant (ASC) Program SEA 4000, SEA 5000, AIR 5077, AIR 6500 and Canadian Surface Combatant (CSC) Programs during FY 2023-28. The anticipated contract will be awarded in or around calendar year 2023.

The contractor must have expert, in-depth, technical expertise and knowledge of the International AEGIS AWS baseline and all engineering support activities to include foreign radar systems and the integration of those into the ASC and CSC Programs.  Additionally, the contractor must have technical expertise, requisite engineering knowledge, resources, and infrastructure to support this requirement as it relates to the AWS designs of the ASC and CSC Programs. The International Partner AEGIS customers have directed that ISM be the sole source provider for the above efforts in accordance with 10 U.S.C 2304(c)(4). For future requirements not currently covered by 10 U.S.C 2304 (c) (4), ISM is the only qualified source with the requisite engineering expertise and AEGIS releasability experience to perform the required engineering support activities without significant disruption to the program schedule, therefore will be the sole source provider in accordance with 10 U.S.C. 2304 (c) (1).

However, all expressions of interest received within the dates of publication of this synopsis will be considered by the Government. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government to not compete this requirement based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
