The Headquarters (HQ) Air Education and Training Command (AETC), HQ AETC/LGCI, Randolph Air Force Base (AFB) TX 78150, hereby formally announces the intent to award open market items on a Firm Fixed Price follow-on GSA Task Order to Language Associates LLC dba Diplomatic Language Services, Arlington VA. The contractor will be required to provide English Language instructors in accordance with their GSA contract GS-10F-0225J. In accordance with FAR 8.402(f) for administrative convenience, an ordering activity contracting officer may add items not on the Federal Supply Schedule (also referred to as open market items) to a Federal Supply Schedule task order only if all applicable acquisition regulations pertaining to the purchase of the items not on the Federal Supply Schedule have been followed (e.g., publicizing (Part 5), competition requirements (Part 6), acquisition of commercial items (Part 12), contracting methods (Parts 13, 14, and 15), and small business programs (Part 19). This notice is being published as required by the Small Business Act (15 U.S.C. 637(e)) and the Office of Federal Procurement Policy Act (41 U.S.C. 416) as outlined in FAR 5.101. The open market items include travel, sponsorship,visa, healthcare, instructor housing allowance, local transportation, defense base insurance, and program manager support. The open market items are so integrally related to the requirements under the GSA task order that only Language Associates LLC dba Diplomatic Language Services can reasonably provide the open market items.
This Notice of Intent is NOT a request for competitive proposals. However, all interested persons that identify to the Contracting Officer their intent and capabilities to satisfy the Government's requirement under this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
