Fiscal Service Procurement, on behalf of the Financial Crimes Enforcement Network (FinCEN) is seeking small business vendors capable of providing a commercial database for Enhancing Illicit Financial Research and Analysis.

This is a Small Business Sources Sought notice (hereinafter Notice).  This is NOT a solicitation for proposals, proposal abstracts, request for bids or quotations, nor a promise to issue a solicitation in the future.  The purpose of this notice is to obtain information regarding the availability and capability of qualified small business sources (e.g. HUBZone small business; service-disabled veteran-owned small business (SDVOSB); 8(a) small business; veteran-owned small business; woman-owned small business (WOSB), including economically disadvantaged women-owned small business (EDWOSB) or small disadvantaged business concerns) for this potential requirement. Additionally, to assist the Government in determining whether a set-aside is possible.  

THE GOVERNMENT MAY REQUEST A VENDOR DEMONSTRATION.  The intent of the demonstration is to further explain the firm’s integrated product solution.

To qualify as a small business the NAICS code for this source sought notice is 541512  with a size standard of $34M.  An organization that is not considered a small business under the applicable NAICS code should not submit a response to this Notice.  However, if a vendor feels that another NAICS code is more appropriate, please discuss that in your response. 

FinCEN’s mission is to safeguard the financial system from illicit use, and combat money laundering and promote national security through the collection, analysis, and dissemination of financial intelligence and strategic use of financial authorities.  FinCEN carries out its mission by receiving and maintaining financial transaction data, analyzing and disseminating that data for law enforcement purposes, building global cooperation with counterpart organizations in other countries and with international bodies, and by administering the Bank Secrecy Act of 1970 (BSA), as amended by Title III of the USA Patriot Act of 2001 and other legislation.  The BSA is the nation’s first and most comprehensive Federal anti-money laundering and counter-terrorism financing statute.  Pursuant to the BSA, FinCEN, among other things develops anti-money laundering regulations and policies and enforces compliance with the BSA and its implementing regulations.

FinCEN’s Research and Analysis Division produces proactive, multi-source financial intelligence and analysis in support of a variety of internal and external stakeholders.  By leveraging BSA data and a variety of other data sources, FinCEN analysts can illuminate key nodes within illicit financial networks. FinCEN analysts also work directly with U.S. law enforcement stakeholders to provide real-time operational support through the tactical use of BSA data.

Responses to this Notice should include the following:

  1. The Name, location, Unique Entity Identifier (UEI), and point-of-contractor information for the respondent’s firm.
  2. Type of business (large or small) and socio-economic status (e.g., 8(a), HUBZone, etc) pursuant to the applicable NAICS code.
  3. Information regarding respondent’s: (a) integrated solution which describes a  commercial database to augment FinCEN’s analysis of Bank Secrecy Act data to identify and target illicit financial threats associated with sanctions evasion, fentanyl production/trafficking, terrorism financing, human trafficking, and fraud; (b) in-house staff expertise and their availability and experience; and (c) examples of corporate experience and prior completed Government contracts of similar nature, references, and other related information.
  4. A brief response to describe the firm’s standard line of business.
  5. If your firm holds any Government Wide Acquisition Contracts (GWAC) or GSA Schedule Contracts, that information (e.g. GSA contract #) shall be included in your response. 
  6. Firm’s ability to provide a final Secret facility clearance and ability to provide key personnel and staff persons capable of passing a background check (e.g. final Secret personnel security clearance)?
  7. Any other information that may be helpful.
  8. Vendor’s technical and administrative points of contact, including names, titles, addresses, telephone number, and e-mail addresses.

All questions are due to the Government via email to: [email protected] with the subject line “SoS FIN-24-093-JRS/MH”, no later than 10:00 AM EST on Monday, 06/24/2024.  Responses to #1-8 above are due to the Government via email to: [email protected] with the subject line stating SoS FIN-24-093-JRS/MH, no later than 10:00 AM EST on Thursday, 06/27/2024. Submissions after this date will not be considered.

Terms and Conditions regarding this Notice:

This Notice does not obligate the Government to award a contract or otherwise pay for the information provided in response.  All costs associated with responding to this Notice are solely at the responding party's expense.  The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.  Further, the Government may contact the vendor for additional information regarding the information submitted as part of this market research effort.  Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work.  Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.  After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in the Government Point of Entry or other similar source (GSA e-Buy).  However, responses to this notice will not be considered adequate responses to a solicitation.

Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement.  The Government will not be obligated to pursue any particular acquisition alternative as a result of this notice.  Responses to the notice will not be returned.  Not responding to this notice does not preclude participation in any future solicitation, if one is issued.

No proprietary, classified, confidential, or sensitive information should be included in responses to this Notice, unless otherwise appropriately marked by the Respondant.  The Government reserves the right to use any non-proprietary technical information received in response to this Notice in any resultant solicitation(s).  

Do Not Submit any Proposals/Offers in response to this Notice.

Place of Contract Performance: 

Performance would be at the FinCEN Washington, DC and Vienna, VA locations.  The Contractor’s location must be within the DC Metropolitan area.
