THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED.

The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions (OA), and behalf of the National Institute of Dental and Craniofacial Research (NIDCR), intends to negotiate and award a purchase order on a noncompetitive, sole source basis to Rees Scientific, 1007 Whitehead Road Ewing, NJ, 08638-2405 to procure equipment, including, Centron SQL Nodes, MPX panels/ports, V2 nets and transmitters, and upgrade the existing Rees Scientific monitoring system for the continuing functionality of the building freezer alarm system, at NIDCR.

Background:

The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Institute of Dental and Craniofacial Research improves oral, dental and craniofacial health through research, research training, and the dissemination of health information. An essential service to this group is to maintain all research at their assigned temperatures. It is required by FDA current Good Manufacturing Practices (cGMPs) that researchers be able to document the proper storage of samples, reagents, and other products stored at room temperature, under refrigeration and in -20C, -80C freezers, and LN2 Freezers. This practice is also required by other regulatory bodies.

Statement of Work:

The contractor shall perform the following services:

1.0 SETTING UP THE SYSTEM

1.1 System setup. The contractor shall review and upgrade existing system Centron SQL nodes (2), to the new Enterprise / Presidio monitoring system and software. Also upgrade of existing (16) MPX panels and ports to buffering networked panels. Upgrade to also include NIST calibration and testing of all 140 pieces of equipment, as well as V2 Nets and existing V2 transmitters. System will be a hard wired / wireless hybrid upgrade and must re-use all existing wiring, probes, and V2 wireless transmitters already in place. No exceptions.

1.2. IQ/OQ all equipment to verify proper operation. Mount the main control panel, (Nodes) and any MPX buffered remote panels in areas designated by the customer unless such areas will prevent future service access, or expose the equipment to conditions that will affect the operation or reliability of the system.

1.3. Install (2) Enterprise node units that will provide up to 8 panels containing 16 ports each, giving a total of 128 ports for each system. This installation should be done in such a way as to allow the new Enterprise nodes to communicate with the current infrastructure existing in Bldg #30 (hard wired) and Bldg #10 (wireless). Personnel in Bldg #30 and in Bldg #10 should both be able to access their respective inputs on each screen.

1.4. There should be the ability to document the measurements of all probes for an indefinite amount of time within the system.

2.0 QUALIFICATIONS OF THE INSTALLER

2.1. All personnel involved in this project will be direct employees of Rees Scientific.

2.2. Vendor must be ISO 9001: 2008 Certified


Sole Source Justification:

Rees Scientific has been the sole provider of freezer monitoring systems for NIDCR since 2003 and is the sole vendor of servicing their own equipment. Due to the nature of the facilities and their purpose, it would be detrimental to the laboratory samples to retrofit the monitoring system with a 3rd party system. The alarm system spans over 140 pieces of equipment, wiring throughout building 30, and wireless sensors in building 10. Due to the enormity of the system and project, it is recommended that Rees qualified engineers and technicians perform the task as to ensure a seamless upgrade of the current system.

The Period of Performance will be twelve (12) months from the date of contract award.

The delivery point is The National Institutes of Health (NIH), National Institute of Dental and Craniofacial Research (NIDCR), Bethesda, MD.

The North American Industry Classification system (NAICS) Code is 811219 , size standard is $19M, other Electronic and Percision Equipment Repair and Maintenance. The acquisition is being conducted under FAR part 13, Simplified Acquisition Procedures, therefore the requirements of FAR part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-72 (January 2014).

The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct future competitive procurements.
