Notice of Intent to Award a Sole Source Contract

DLA Distribution Susquehanna intends to solicit and negotiate with only one source Specialty Technical Publishers (STP) under the authority of FAR 13.106-1(b)(1) for an online subscription service for Environmental & Safety rules and regulations.

Specialty Technical Publishers (STP) is the only source reasonably available to support the Government's requirement at DLA Distribution San Joaquin, CA for an on-line subscription service to Environmental & Safety rules and regulations database.

Federal and State & local regulatory agencies continue to enact mandates with complex protocols for air and water emissions, hazardous material inventory and workplace health and safety.  In order to ensure compliance and maintain our permits to operate, the Environmental Branch needs to track these regulatory changes in order to understand how business operations are operated.

The Government requires a service that enables us to reduce time and cost invested in regulatory research while enhancing operational efficiency. A "one stop shop" that provides immediate access to robust regulatory content.  

In addition to comprehensive up-to-date regulatory compliance information, the Government requirement must provide tailored document management and collaboration tools to maximize the value of the documents. Also required is email notifications on any newly proposed regulations, as well as changes to existing regulations. Specialty Technical Publishers is the only on-line subscription service to meet the unique needs of the Federal Government facility in California. 

Interested contractors may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

The North American Industry Classification System (NAICS) code for this effort is 541620 with a small business size standard of $15 million. PSC Code is F999.
