The Government anticipates an award of a Two (2) Year Multiple Year Contract Firm-Fixed-Price (FFP) and Cost-Reimburseable for the acquisition of the Forward Area Air Defense Command and Control (FAAD-C2), Air an Missle Defense Workstation (AMDWS) and Communications Network (C-NET) Systems to integrate Estonia, Latvia, and Lituania into the North Atlantic Treaty Organization (NATO) Architecture for Air Defense and Counter-Unmanned Aerial Systems (C-UAS) in support of their homeland defense. The requirements of this acquisition will provide FAAD C2, AMDWS suites of equipment, FAAD C2 Handheld Computers, Counter-Rocket, Artillery, Mortar (C-RAM) Network C-NET Interface Kits, Digital Training Sets, Software Development, Publications, Training, Hardware Acquisition, Software Modification, Integration and Testing Support, Training Materials, Technical Manuals, Training Services, Engineering Services, Financial Reporting, Safety Documentation, Quality Management, and Cybersecurity.
This acquisition will be sole source Northrop Grumman Space and Mission Systems Corporation (NGSMSC), 2340 Dulles Corner Boulevard, Herndon, VA 20171-3400, Commercial and Government Entity (CAGE) Code 0RBN7, pursuant to the authority, 10 USC 2304 (c) (1), as implemented by Federal Acquisition Regulation (FAR) subpart 6.302-1(a)(2), “Only one responsible source and no other supplies or services will satisfy agecy requirements.” NGSMSC is the Original Equipment Manufacturer (OEM) has been the only source to provide the communications architecture/systems engineering, integration, installation, communications network and Rocket Artillery Mortar Warning (RAM Warn) hardware, and logistics support of the unique C-RAM System of Systems (SoS). NGSMSC owns the essential proprietary software of C-RAM C2 and AMDWS and has expert knowledge of the C-RAM SoS. The Government does not own the technical data package (TDP) for the FAAD C2 or AMDWS.
