The 439th Contracting Squadron at Westover ARB intends to award a Sole Source/Brand Name, Firm Fixed Price Contract for MED-ENG EOD 10 Bomb Suits, under Simplified Acquisition Procedures and Other Than Full and Open competition as authorized by FAR 6.302-1(a)(2). Market Research was conducted and it has been determined that this is a sole/brand name requirement IAW FAR 6.302-1. Authority 10 USC 2304(c)(1). Supplies required are available from only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. Multiple awards will not be considered for this procurement.
The Government intends to procure the following: 2 EOD 10 Olive Drab Bomb Suits, 2 EOD 10 Helmet Packages and 2 pair of Front Foot Protection. More ergonomic suit design to reduce weight and increase mobility and flexibility
Completely new helmet to increase protection and improve fit
Integrated voice command system to keep the user's hands free to carry or deploy tools
Helmet and remote control unit work as an integrated system to enhance situational awareness that helps the user interact with their environment and be informed
Enhanced ventilation to mitigate heat stress and keep the user feeling refreshed and focused
Improved foot protection system for a customized fit and natural walking motion
Mission-specific lighting to give the user the best option for their operational environment
Shielded electronics for compatibility with Electronic Countermeasures when dealing with a Radio Controlled IED The suit provided advanced and robust fire retardant and ballistic protection capabilities in coordination with features to improve operator comfort and extend wear time. Also, the suit has modular capabilities allowing use in all threat environments, to include use with self-contained breathing apparatus in chemical and explosive environments.

The enterprise wide policy for the USAF EOD is the National Institute of Justice (NIJ) Standard 0117.01, Public Safety Bomb Suit NIJ Standard dated April 16, 2016 which is the established standard for bomb suits. The most recent EOD Working Group determined that all USAF EOD flights will replace EOD 9 suits with EOD 10 suits through attrition. Med-Eng, LLC is the sole manufacturer of EOD 10 Suits, helmet systems and accessories.
The anticipated award date is after 30 days of this notice. This is NOT a request for competitive proposals and no solicitation is available.
This notice does not constitute a solicitation document. Requests for such documents will not be considered. However, all information received within 15 days of the publication of this notice will be considered SOLEY for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information received.
NOTICE: Funds are not presently available for this effort. No award will be made under this Special Notice until funds are available. The Government reserves the right to cancel this special notice, the Government has no obligation to reimburse an offeror for any costs.
