The 2d Contracting Squadron at Barksdale AFB LA intends to award a Sole Source, Firm Fixed Price Contract to Med-Eng, LLC. under Simplified Acquisition Procedures and Other than Full and Open Competition as authorized by FAR 6.302-1(a)(2) & 13.501(a)(1)(iii). Market research was conducted and it has been determined that this is a sole source requirement IAW FAR 6.302-1.  Authority: 10 U.S.C. 2304(c)(1), Justification: Supplies required are available from only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. Multiple awards will not be considered for this procurement. 

 

The Government intends to procure the following: (1) Two EOD 10 bomb suit olive drab Large. EOD 10 Bomb Suit (standard configuration) includes: Jacket Rear with Back Protector and Multi-Connector Cable (MCC), Trousers, Grounding Strap, Carry Bag, Steel Hanger (for drying only), and User Manual & Thumb Drive. (2) Two EOD 10 bomb suit olive drab X-Large. (3) Four EOD helmet packages. Including Inflatable Sizing and Comfort Liner System, four Point Retention System, Primary Electronics Module (PEM), Advanced Remote Control Unit (RCU), Inflation Bulb, Communications System Compatibility, Rechargeable Battery Pouch, and EOD Visor with built-in White, Red, and Blue searchlights. Also includes AA Battery Pack with shielded battery container, a pouch to attach to the suit, and 24 Alkaline Batteries. (4) Four EOD front foot protectors.

 

The enterprise wide policy for the USAF EOD is the National Institute of Justice (NIJ) Standard 0117.01, Public Safety Bomb Suit NIJ Standard dated Apr 16 2016 which is the established standard for bomb suits. The most recent EOD Working Group determined that all USAF EOD flights will replace EOD 9 suits with EOD 10 suits through attrition. These suits are used in Garrison as well as in ACFENT deployed locations and must be fit to the individual and modified for use with USAF CBRNE equipment. Med-Eng, LLC. is the sole manufacturer and distributor of all authorized EOD bomb suits, helmets and accessories, specifically, the EOD 10 Bomb Suit.

 

The anticipated award date is after 13-Apr-17. This is NOT a request for competitive proposals and no solicitation is available.   No contract award will be made on the basis of this notice.

"Notice: Funds are not presently available for this effort. No award will be made under this Special Notice until funds are available. The Government reserves the right to cancel this Special Notice, either before or after the closing date. In the event the Government cancels this special notice, the Government has no obligation to reimburse an offeror for any costs."

 

"The Contracting Officer is the only authorized representative that may obligate funds on behalf of the US Government.  Work accomplished under the direction of any other individual is not authorized and is accomplished at the sole liability of the contractor."

 

This notice does not constitute a solicitation document.  Requests for such documents will not be considered.  However, all information received within (3) days of this publication of this notice will be considered SOLELY for the purpose of determining whether to conduct a competitive procurement in the future.  A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the direction of the Government.  The Government will not pay for information received.  The NAICS Code is 339113 and the size standard is 750 employees.
