This acquisition is for the manufacture and delivery of 225 each of the "Equipped Visor, Flyer's Helmet (Tinted Visor)." Thales Defense Security, Inc. is the only firm that has the capability to manufacture this item. This item has a propriety part number for which the Government does not retain ownership of the technical data containing the specifications/drawings. The National Stock Number (NSN) is 8475-14-572-2226, Thales Defense Security, Inc (Cage Code 23386) part number is F1517779.
All material shall be contractor furnished. The statutory authority permitting "Other than Full and Open Competition" is USC 2304(c)(1), as implemented by FAR 6.302-1.The solicitation will be issued on an unrestricted basis.
Deliveries are FOB Destination. Inspection and Acceptance at Origin

This acquisition will utilize a "price-only" approach. An award will be made to the offeror who offers the lowest price and is in agreement with the terms and conditions of the solicitation. Offerors are advised that if they take exception to any of the terms and conditions in the solicitation their offer may be excluded from consideration of award.
The solicitation number is SPE1C1-18-R-0065.
The production-lead time (PLT) is eleven months after date of award.
All deliveries will be to the DLA Depot in Austin, TX.
